Combine sugar, 2 cups half and half, egg yolks, salt, and peanut butter in the top of a double boiler. Whisk until creamy and continue stirring until slightly thickened, about 5-10 minutes. Remove from heat and stir in remaining half and half, cover and refrigerate until cool.
Process in an ice cream machine according to manufacturer's directions. Transfer to a covered container and stir in chocolate chips and peanuts (if desired). Cover and freeze until solid.
