Whisk the flours together with the baking soda and salt in a medium bowl and set aside. Cream the sugar and butter together in a mixer until smooth, about 5 minutes. Add the egg and mix until incorporated, and then add the egg yolks and mix until smooth, scraping down the sides with a spatula to ensure everything is well mixed. Add the flour, mixing on low until the dough comes together.
Scoop rounded tablespoons of dough onto baking sheets lined with parchment paper or silicone liners. Use your fingers to press the dough flat into a ½-inch high disk. Bake for 15 minutes at 350 degrees, rotating the pans halfway through.
Cook cookies on a rack until completely cool. While cookies are cooling, combine the powdered sugar with the orange zest, juice, and extract and stir until smooth. Use a squeeze bottle or spoon to drizzle over the cookies on the rack and let cook before transferring.
